For whatever rumors are worth:
I have been hearing that OHEP has committed $10 M, but that ~$6
M is already "spoken for", for NOvA (?) or ILC(?). In any event, ~$4 M
is still up for grabs, not only for reactor theta-13 but for other
accelerator-based experiments such as UNO.
I have also heard that other collaborations are requesting much
more than the ~$1 M that we had asked for in our proposal(s) in 2004
(it's hard for me to believe that it has been 16 months since we made
that submission). They are also supplementing their base programs by
requesting funds for new postdocs to do R&D, as well as for engineering
help, and are requesting R&D funds for FY-2007 as well as 2006. Our
original proposals only considered funding for one year.
I pose a question for your consideration and for discussion:
Will we be short-changing our program if we still insist on charging all
personnel to our base programs, and ask for only $1 M?
