R&D proposal project description

The contibutions we've received for the project description are posted on
the R&D proposal page:

I'll continue to post updated versions on this page. Also, I'll post a
new description of the baseline later today.

For anyone who was not at today's meeting, we tentatively agreed to have
phone meetings at 9 AM (CDT) on Fridays for the next 2 or 3 weeks.
